There is indeed a difference, however.
In theory, the Government is of, by and for the people. (Yes, I know, it is not a democracy, it is a Republic) Because people pay taxes to the Government and voted politicians in power, and the Government exists solely to serve the people, the people have the right to know how their tax dollars are spent, what are their politicians and Government made for or against them.
On the other hand, people do not exist for the Government. This is not the Government Affairs what people do, except when people are employed by the Government (and then only what they do on the clock) when people use government services (in this case, the Government has an obligation to ensure that minimum services are required, saving taxpayer money), or when other people are hurting, and people have decided that this particular prejudice should be addressed by the Government.
In short: people have the right to know what their Government is doing, the Government has no right to know that its inhabitants are other that is affecting others under the Government. So no, it is not hypocritical to say that the Government should not hide anything, but people can hide.
